Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid again did not attend a working meeting of DPR Commission II at the Parliamentary Complex, Jakarta, Wednesday (16/9/2026), a day after being absent on Tuesday (15/9/2026). The back-to-back absences come amid an investigation by the Corruption Eradication Commission (KPK) into alleged corruption within the ministry he leads.
The meeting, held at 13.00, discussed the Stipulation and Adjustment of the 2027 Work Plan and Budget of Ministries/Institutions (RKA K/L) resulting from deliberations by the DPR Budget Committee. The forum was strategic in nature as it was attended directly by a number of minister-level officials and heads of institutions, such as Minister of Home Affairs Tito Karnavian, Head of the Nusantara Capital Authority Basuki Hadimuljono, KPU Chairman Mochammad Afifuddin, Bawaslu Chairman Rahmat Bagja, and DKPP Chairman Heddy Lugito.
Nusron's absence from two consecutive agendas raises questions about his whereabouts and involvement, especially since the KPK is investigating a corruption case allegedly involving the processing of Right to Build (HGB) permits at the ATR/BPN Ministry. As of the publication of this news, there has been no official statement from Nusron or the ATR/BPN Ministry regarding the reason for his absence.
Constitutional law observers assess that a pattern of absence by an official under the scrutiny of investigators could reinforce public perception that there is an attempt to avoid political accountability. Although administratively a minister can be represented, direct attendance at a meeting discussing his own ministry's budget is considered important to maintain accountability and transparency.
The case has also drawn attention because it concerns the land sector, which has long been a source of agrarian conflict and a loophole for corruption. Alleged corruption in the processing of HGB has the potential to harm the state as well as people who rely on clean land services. The KPK has not detailed who has been questioned, but the investigation continues.
"Absence without an official explanation can weaken public trust in the commitment to eradicating corruption in the land sector," said a public policy analyst monitoring the case.
For Indonesia, the investigation of the case at the ATR/BPN Ministry is a test of the consistency of bureaucratic reform and law enforcement. The land sector is the foundation of the investment climate and legal certainty for property. Uncertainty at the ministry's leadership level has the potential to hamper public services, including land certification and the resolution of agrarian disputes that have long been a complaint of the business community.
In addition, Nusron's absence from the 2027 budget meeting could affect the quality of future land program planning. The DPR has the authority to request further explanation, and the public has the right to know whether there are legal obstacles preventing his attendance.
Going forward, two things bear watching: first, whether the KPK will upgrade the investigation status to the stage of naming a suspect; second, how the DPR will follow up on these repeated absences. Without clarification, political pressure on Nusron and the ATR/BPN Ministry is predicted to intensify, while the agrarian reform agenda awaits certainty of clean and accountable leadership.
