Commission XIII Approves Rp158.5 Billion Budget for Komnas HAM and Komnas Perempuan, Up Rp25 Billion

Commission XIII of the Indonesian House of Representatives (DPR RI) has officially approved the budget ceiling for the National Commission on Human Rights (Komnas HAM) and the National Commission on Violence Against Women (Komnas Perempuan) for the 2027 fiscal year at Rp158.545 billion. This figure is Rp25 billion higher than the initial proposal of Rp133.545 billion.
The decision was made in a hearing of Commission XIII with the Pancasila Ideology Development Agency (BPIP), Komnas HAM, and Komnas Perempuan held online in Jakarta on Wednesday. Commission XIII Chair Willy Aditya said the additional budget was the result of deliberations and adjustments to support the two institutions in advancing and enforcing human rights.
Based on the deliberations, Komnas HAM's ceiling rose from Rp94.237 billion to Rp111.537 billion. Meanwhile, Komnas Perempuan's ceiling increased from Rp39.308 billion to Rp47.008 billion. This approval will be forwarded to the DPR RI Budget Committee and the government as part of the process of setting the 2027 state budget (APBN).
Beyond setting the ceiling, Commission XIII requested further in-depth discussions with both institutions to ensure their programs align with national policy direction. The deeper review is also aimed at ensuring the additional budget is used effectively and that the execution of duties remains accountable.
"Commission XIII of DPR RI considers it necessary to hold further in-depth discussions with the Pancasila Ideology Development Agency, Komnas HAM, and Komnas Perempuan as implementers of Commission XIII's oversight function to ensure the synchronization of programs and activities with national policy direction, while also guaranteeing the effectiveness of budget allocation and accountability in the execution of duties and functions in the 2027 fiscal year," Willy said.
According to Willy, oversight of budget use is an important part once an institution's ceiling is agreed. The increased allocation is therefore expected to support the optimal execution of each institution's mandate.
Commission XIII also approved the results of budget ceiling deliberations for all its partner institutions to be set as the 2027 Budget Ceiling and to be further processed in state budget discussions with the DPR RI Budget Committee and the government.
