The Corruption Eradication Commission (KPK) has named eight suspects in an alleged corruption case involving the processing of Hak Guna Bangunan (HGB) land titles in Bogor Regency, West Java. The designation follows a sting operation (OTT) conducted on Monday (15/9) that led to an intensive investigation. Among those named is the President Director of PT Summarecon Agung Tbk, Adrianto Pitojo Adi, along with several officials at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN).
Besides Adrianto, the KPK detained the Head of the Bogor Regency Land Office I, Sontang Coin Manurung; Golkar Party politician Fahd El Fouz, also known as Fahd A Rafiq; former Kebumen Regent Arif Sugiyanto; and the Director General of Land and Spatial Control and Order at the Ministry of ATR/BPN, Lampri. Three other names also designated are Muhammad Fakhry, Erwin, and Rizal Pahlefi. Four of the eight suspects are described as confidants of ATR/BPN Minister Nusron Wahid, namely Arif Sugiyanto, Fahd El Fouz, Erwin, and Muhammad Fakhry.
According to the KPK's Acting Director of Investigation, Achmad Taufik Husein, the money was allegedly given to smooth communication with the Head of the Bogor Regency Land Office I, Sontang Coin Manurung, regarding the unblocking and splitting of Summarecon's HGB. Sontang was said to be unwilling to process the request without direction from his superiors. Previously, in early August 2026, intermediaries Yaser and Rizal received information that Sontang requested a fee coded "two" worth Rp2 billion. However, Summarecon only agreed to Rp1.5 billion because other parties were believed to be receiving a share.
"In this series of events caught in the act, the KPK team also secured a number of pieces of evidence, such as Electronic Evidence (BBE) and cash totaling approximately Rp106.3 billion," said Achmad Taufik Husein at a press conference at the Merah Putih Building, Jakarta, Tuesday (15/9) evening.
The case came to public attention after the KPK conducted searches at several locations, including Arif Sugiyanto's house, which yielded cash found in a red suitcase. Other details: at Rizal Pahlevi's house, Rp896 million was found; at the house of Zimamun Ni'am Aulawi, Head of the Rights Determination and Land Registration Section at the Bogor Regency Land Office I, Rp8 million; and at Sontang Coin Manurung's house, Rp49.5 million. The KPK has not disclosed the specific role of each suspect, but investigators stated they have sufficient preliminary evidence.
Deputy Minister of ATR/BPN, Ossy Dermawan, said his ministry respects the legal process and will be cooperative. He stressed that public services continue to operate normally, including at the Bogor Regency and Tangerang City Land Offices. "The Ministry of ATR/BPN certainly respects the legal action taken by the KPK or any law enforcement agency," Ossy said after a working meeting with Commission II of the House of Representatives (DPR RI) in Jakarta, Tuesday (15/9). He also declined to speculate on the substance of the case before there is an official statement from the KPK.
As of this news being published, Minister Nusron Wahid has not responded to media requests for confirmation. This case is a test for the government in reforming land governance, especially after the KPK previously handled a number of similar cases in the agrarian sector. The impact on the property business world and property investors could be significant: licensing processes long considered convoluted may face tighter scrutiny, while issuers such as Summarecon Agung Tbk face reputational risk and legal uncertainty.
Going forward, the public will wait to see whether the KPK will investigate possible fund flows to other parties, including the alleged involvement of higher-ranking officials. The big question: to what extent has bribery in land certificate processing become systemic, and will this case drive bureaucratic reform at ATR/BPN or merely become another black mark in the long list of corruption in the agrarian sector?
