Member of Commission XIII of the Indonesian House of Representatives (DPR RI), Umbu Kabunang Rudi, has asked Minister of Immigration and Corrections Agus Andrianto to immediately question the head of Cibinong Class IIA Prison along with all officers holding access authority at the facility. The request follows findings by the Ombudsman RI that uncovered a number of luxury facilities at the prison located in Pondok Rajeg, Bogor Regency, West Java.
In a written statement on Friday (25/9/2026), Umbu stressed that the questioning is crucial to unravel the actual facts behind the widely circulating information. He argued that without official clarification, the public will keep speculating and opinions not grounded in facts could run wild. "We ask the Imipas Minister and the Director General of Corrections to take legal action, in this case to seek information, to question the Cibinong prison chief and all those with authority over access at the facility," he said.
The push stems from an unannounced inspection conducted by the Ombudsman RI on Wednesday (23/9/2026). From the inspection, the oversight team found a number of facilities suspected of not belonging inside the prison. The findings immediately drew public scrutiny, especially since Cibinong Prison has long been known as one of the correctional facilities with a high occupancy rate.
Umbu highlighted that the issue of luxury facilities in prisons is not the first of its kind. He argued that the recurrence of similar cases signals systemic weaknesses in oversight and rule enforcement within the correctional system. He therefore urged that the case not stop at a formal inquiry but become a turning point for a comprehensive evaluation. "With this questioning, we want certainty about what actually happened there, so that action can be taken if someone is indeed at fault, measures taken in line with their authority and sanctions given for whatever wrongdoing they committed," he stressed.
If it is proven that privileges were granted or activities went beyond the bounds of propriety, Umbu asked that firm sanctions be imposed on those responsible, particularly at Cibinong Prison. According to him, clear enforcement would send a message that there is no room for special treatment in correctional institutions. "So real action must be taken through questioning, and if there is an allegation of facilities being granted, of activities beyond propriety, of rule violations, then sanctions must be given to the staff who own, who are responsible for such matters, especially at Cibinong Prison," he said.
To dig deeper into the issue, Commission XIII DPR RI will hold a hearing (RDP) on Monday (28/9/2026). The hearing is scheduled to summon the Ministry of Imipas and the Ombudsman RI. Through that forum, Umbu hopes Commission XIII can comprehensively gather information from all stakeholders before formulating policy directions to improve correctional governance. "We want to hear, next Monday we want to hear testimony from all parties thoroughly so that the truth is brought to light, so that from the results we can take policy on prison governance going forward so it is better and does not deviate from applicable rules," he concluded.
The findings are a test for the Ministry of Imipas under the leadership of Agus Andrianto. As a newly entrusted minister, he is expected not only to act against individuals in the field but also to fix the oversight system long considered weak. The public will watch whether next week's hearing produces concrete breakthroughs or merely becomes a stage for passing blame. For stakeholders, including investors and professionals who pay attention to government governance, the credibility of law enforcement in the correctional sector will be an important indicator of the direction of bureaucratic reform going forward.
