Minister of Immigration and Corrections Agus Andrianto has finally spoken about allegations that an inmate was occupying a luxury home in the Lapas Kelas IIA Cibinong complex, Pondok Rajeg, Bogor Regency. However, he admitted he did not yet know for certain who was in the residence when the Ombudsman RI team conducted a surprise inspection.
The incident began when the Ombudsman team visited the residential cluster inside the prison area. One resident of a house marked with a cross immediately ran into a room and locked the door when officers asked for his identity. Ombudsman RI member Fikri Yasin revealed that the person claimed to be an inmate before disappearing behind the locked door.
Responding to the finding, Agus said he could not yet confirm who was occupying the house. He suspected it could have been an officer or a cleaning worker. "I don't know yet, I don't know yet. But he already said earlier that there are officers here, and also people who work cleaning," Agus said at Lapas Cibinong, Friday (25/9).
Agus stressed that his office would further investigate the status of the luxury residence. This includes ensuring whether the house described as a prison employee facility is truly used for official purposes or misused. "We will dig into whether this employee house is really used as an employee house or used for other interests. It is our job to investigate," he said.
During the same visit, Head of the Agency for Development Control and Special Investigation (BAPPISUS) Aris Marsudiyanto explained that the luxury residential cluster consisted of the prison head's official residence and employee houses. According to Aris, the prison head's house is located behind and beside the prison so that the person can work 24 hours. "This is the kalapas house, behind and beside the prison, so that at any time he can work 24 hours," he said. He also said the other luxury houses were residences for prison employees or staff.
Nevertheless, the explanation has not fully answered public unease. The incident of the resident fleeing during the inspection actually strengthened suspicions of special treatment inside the prison. Ombudsman RI had previously highlighted the potential misuse of state facilities for personal interests, especially if any inmate enjoys housing outside the detention block without a clear legal basis.
This case is a test for the Ministry of Immigration and Corrections under Agus Andrianto's leadership. Transparency in prison management and official residences is under scrutiny, especially when the Ombudsman's findings show resistance from residents during inspection. If an inmate is indeed occupying a luxury house, it not only violates the rules but also undermines the principles of justice and rehabilitation in correctional institutions.
Going forward, the public awaits the internal investigation promised by Minister Agus. Will this case stop at the statement "it will come out later," or will it instead become an entry point for comprehensive reform of prison governance? The answer will determine public trust in Indonesia's correctional system.
