The Corruption Eradication Commission (KPK) has expanded its investigation into alleged bribery within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) by searching the East Java BPN Regional Office on Thursday (24/9). The move follows a search of the Mojokerto BPN office a day earlier, signaling that investigators are tracing the flow of funds allegedly involving land service applicants in various regions.
KPK spokesperson Budi Prasetyo said the search that day was part of a series of coercive measures that have been under way since the start of the investigation. "Today, investigators again carried out a search. The search today was conducted at the East Java BPN Regional Office," he said in a written statement. He stressed that the KPK would announce every development as a form of transparency in the legal process.
From the Mojokerto BPN office, investigators seized a number of documents, electronic evidence (BBE), and envelopes containing money believed to have come from land service applicants. The findings indicate that bribery practices occur not only at the central level but have also spread to regional offices and district/city land offices.
Previously, the KPK had searched a number of strategic locations: the offices of PT Summarecon Agung Tbk in Bogor and East Jakarta, the residence of the Ministry of ATR/BPN's Director General of Land and Spatial Control and Enforcement Lampri, and three directorate general rooms at the ministry—namely Lampri's room, the room of the Director General of Land and Spatial Survey and Mapping (SPPR) Virgo Eresta Jaya, and the room of the Director General of Land Rights Determination and Registration (PHPT) Asnaedi. From those locations, investigators seized documents and BBE believed to be related to the case.
The case came to light after a sting operation (OTT) in the Greater Jakarta area on Monday (14/9) that arrested 19 people and found evidence of money worth Rp106.3 billion. The amount is extraordinary for a land bribery case, given that illegal transactions in this sector are usually carried out in smaller but repeated amounts. The KPK suspects the bribery is related to the processing of Right to Build (HGB) permits involving a large property company.
"We will convey every development as a form of the KPK's commitment to carrying out the legal process transparently," said Budi Prasetyo, KPK spokesperson.
The suspects have been detained for an initial 20 days from 15 September to 4 October 2026 at the KPK's Gedung Merah Putih Branch State Detention Center. They are charged with alleged bribery and other illicit receipts within the Ministry of ATR/BPN. The involvement of a number of prominent names—from echelon-one officials, politicians, and a former regional head to a property tycoon—makes this one of the most prominent cases in the agrarian sector in recent years.
For the public, this case highlights the vulnerability of land governance in Indonesia. The process of issuing HGB permits and land certificates often becomes a corruption loophole because it involves major property business interests. The searches in East Java and Mojokerto show that the KPK is not stopping at actors in Jakarta but is also tracing practices in the regions.
Going forward, investigators' focus is likely to turn to building the case and the possibility of naming new suspects, including from the private sector and state officials. The question is how far the KPK can unravel the bribery network allegedly involving the minister's confidants, and whether this case will drive reform of the national land system.
