The Corruption Eradication Commission (KPK) has again carried out forced measures within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). This time, investigators raided the BPN Office in Mojokerto City, East Java, and found a number of envelopes containing money suspected to be bribes from applicants for land services.
KPK spokesperson Budi Prasetyo confirmed that the raided office is headed by Yetty Nurbuati Krystianti, who is none other than the wife of the ATR/BPN Director General of Land and Spatial Control and Order (PPTR), Lampri. "That is the information," Budi said when confirmed on Thursday (24/9/2026).
The raid, which has been underway since Wednesday (23/9/2026), is part of the investigation into an alleged bribery case involving the processing of Right to Build (HGB) permits within the Ministry of ATR/BPN. Besides the envelopes of money, investigators also seized a number of documents and electronic evidence believed to be related to the case.
Acting KPK Director of Investigation Achmad Taufik Husein revealed that the case began with an application to extend an HGB or convert an HGB into an SHM over land managed by Summarecon in Bogor Regency. Part of that land is still problematic or in dispute with a number of previous heirs holding SHM certificates.
"Investigators also secured a number of envelopes containing money, which are suspected to be funds received from applicants for land services within the BPN Office of Mojokerto City," Budi said.
Budi added that the money is still stored in the envelopes and will be counted by investigators. He also stated that the raid aims to find additional evidence to build a complete case construction.
Previously, the KPK named eight suspects following a sting operation (OTT) on Monday (14/9/2026). They are people trusted by the minister, Erwin and Rizal Pahlefi, as well as a number of other parties not yet disclosed in detail.
The case came to public attention after the KPK carried out raids at several locations, including the office of the Director General of PPTR and Lampri's private residence. The raid at the BPN Mojokerto Office adds to the long list of locations targeted by investigators.
Indonesian Context: For property market players and investors, this case highlights governance risks in the land permitting process. HGB and SHM disputes involving large developers such as Summarecon can create legal uncertainty that affects investment value. The government needs to ensure that land reform does not stop at certificate digitalization, but also cleans up bribery practices at the service level.
In addition, the involvement of the wife of a senior official within ATR/BPN shows a serious potential conflict of interest. The public is waiting to see whether the KPK will trace the flow of funds to the top and whether other officials will be dragged in.
Going forward, the development of this case will be a test of the government's commitment to eradicating corruption in the land sector. Will the KPK be able to uncover a wider bribery network, or will the case stop at lower-level suspects? Time will tell, but public pressure for transparency is growing stronger.
