The Corruption Eradication Commission (KPK) is hunting for the possible involvement of other actors in the bribery scandal over the processing of Hak Guna Bangunan (HGB) at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). The antigraft agency has confirmed it will trace the flow of Rp300 million and Rp106.3 billion originating from PT Summarecon Agung Tbk, including to four trusted aides of Minister Nusron Wahid who have been named suspects.
KPK spokesperson Budi Prasetyo said investigators have not ruled out the possibility that the money flowed to parties beyond the eight suspects already detained. "We will continue to dig into the facts and evidence obtained in the sting operation, whether it stops at those acting as layering, representation, or trusted aides, or flows to other parties," he said at the Merah Putih Building in Jakarta on Wednesday (16/9). He stressed that investigators would follow the money to track where the funds moved.
The case came to light after KPK held a press conference on Tuesday (15/9) night. In the case construction, four of the eight suspects are alleged to be trusted aides of Nusron Wahid: Arif Sugiyanto, Fahd El Fouz alias Fahd A Rafiq, Erwin, and Muhammad Fakhry. They were detained along with four other suspectsโHead of the Bogor Regency Land Office Sontang Coin Manurung; President Director of PT Summarecon Agung Tbk Adrianto Pitojo Adhi; Director General of Land and Spatial Control and Enforcement at the Ministry of ATR/BPN Lampri; and Rizal Pahlefi from the private sector. The detention applies for the first 20 days until 4 October 2026.
Adrianto Pitojo Adhi along with Rizal Pahlevi as the bribe givers are charged with violating Article 605 paragraph (1) letter a or b of the Criminal Code in conjunction with Article VII point 48 of Law No. 1 of 2026 on Criminal Adjustment, or Article 606 paragraph (1) of the Criminal Code. Meanwhile Sontang along with Erwin, and Lampri along with Arif Sugiyanto, Fahd A Rafiq, and Muhammad Fakhry are charged under Article 12 letter a or b and/or Article 12B of the Corruption Law, or Article 606 paragraph (2) of the Criminal Code.
"Public officials have a moral and legal responsibility to help the law enforcement process effectively, for example by appearing when summoned and providing the information investigators need," said Budi Prasetyo.
KPK is opening the possibility of questioning Nusron Wahid to dig deeper into the role of his trusted aides. According to Budi, investigators are drawing up a comprehensive strategy, including witness examinations, searches, seizures, and preventing several parties from traveling abroad. "This is still an early investigation, we will continue to update developments," he added.
This case is a test of the government's commitment to cleaning up the land sector, which is often a source of corruption. Bribery in HGB processing not only harms the state but also distorts the property investment climate. Large developers such as Summarecon are said to use unofficial channels to speed up permits, raising questions about the company's internal oversight and the integrity of the bureaucracy at the Ministry of ATR/BPN.
For Indonesia's property market, the naming of Summarecon executives as suspects could shake investor confidence, especially since the issuer is listed on the Indonesia Stock Exchange. Regulators and market players are waiting to see whether the case will expand to other projects or become a precedent for stricter law enforcement. On the other hand, KPK faces public expectations not to stop at underlings but to uncover the main actors who enjoyed the money flow.
Going forward, the direction of the investigation will largely determine whether this scandal drags in only field-level operatives or extends to the ministerial level. The question is how deep KPK dares to probe the money flow allegedly going to Nusron Wahid's trusted aides, and whether this investigation will change the landscape of land governance in Indonesia?
