The Corruption Eradication Commission (KPK) has expressed confidence that Agrarian and Spatial Planning Minister/Head of the National Land Agency (ATR/BPN) Nusron Wahid will cooperate if summoned as a witness in the alleged bribery case involving the unblocking of Hak Guna Bangunan (HGB) land owned by Summarecon in Bogor Regency. The statement came after four people considered close to Nusron were named suspects, fueling speculation about the extent of the minister's inner circle's involvement.
KPK spokesperson Budi Prasetyo stressed that the agency has no concern about Nusron potentially fleeing abroad. "We believe all parties, as good Indonesian citizens, will cooperate in the law enforcement process, especially public officials who bear moral and legal responsibility," he said at the KPK Merah Putih building in South Jakarta on Wednesday (16/9/2026). Budi added that appearing when summoned and providing the information investigators need is a tangible contribution to effective law enforcement.
The case began with an application to extend the HGB or convert the HGB into a Certificate of Ownership (SHM) for land managed by Summarecon in Bogor Regency. Part of the land is alleged to still be in dispute with its previous owners or heirs. The heirs had filed a lawsuit with the Bandung State Administrative Court (PTUN) regarding the issuance of nine Summarecon SHGB certificates, but later withdrew it. On the other hand, the heirs also filed a block on those SHGB certificates, which according to the KPK is a legitimate right as long as a lawsuit is pending.
According to Acting KPK Director of Investigation Achmad Taufik Husein, communication between Summarecon intermediary Yaser Alfarisi and Erwin—a person close to Nusron—became the entry point for the alleged bribery. Erwin reportedly said that the Head of the Bogor Land Office, Sontang, would not lift the block without direction from his superior. Another Summarecon intermediary, Rizal Pahlevi, then asked Erwin to help communicate with Sontang. In early August 2026, Sontang, through Erwin, allegedly asked for Rp2 billion for the certificate issuance, but Summarecon only agreed to Rp1.5 billion. On 27 August 2026, Summarecon President Director Adrianto Pitojo Adi, through Yaser and Rizal, allegedly handed Rp1.5 billion to Erwin, who then gave Rp200 million to Sontang as a fee for unblocking and splitting the HGB.
"We believe all parties, as good Indonesian citizens, will cooperate in the law enforcement process, especially those who are public officials," Budi Prasetyo stressed.
To date, the KPK has not confirmed whether Nusron will be summoned as a witness. Achmad Taufik Husein said that summoning witnesses depends on the needs of the investigation. "That depends on what the investigation needs going forward. Whether it is indeed needed or not, we will see updates from the ongoing investigation process," he said at a press conference on Tuesday (15/9).
For Indonesia, this case highlights the vulnerability of land governance, which has long been a source of conflict and a corruption loophole. The property sector and property investment are highly sensitive to legal certainty over land rights. If the alleged bribery is proven, the impact will not only be on ATR/BPN's image but also on the investment climate, especially in Jakarta's buffer areas such as Bogor. Developers and foreign investors often use permitting transparency as a key indicator before committing capital. This case could set a bad precedent if not handled thoroughly and transparently.
Moreover, the involvement of the minister's close associates in the alleged bribery shows how difficult it is to eradicate corruption within the bureaucracy. Although Nusron has not been named a suspect, his position as minister makes the public demand accountability. The KPK is expected not only to investigate field-level actors but also to uncover the intellectual actors behind this transaction. Political pressure could also increase as the political year approaches, even though this case is purely law enforcement.
Going forward, attention will focus on the KPK's next steps: whether it will summon Nusron as a witness, and whether there will be new suspects from among high-ranking officials. Meanwhile, Summarecon as a corporation has not issued an official comment regarding its director being named a suspect. The public is waiting to see whether this case will become a turning point for improving land governance or instead sink into a political vortex. What is clear is that ATR/BPN's integrity is being tested, and investor trust awaits concrete proof of law enforcement without discrimination.
