The Surabaya City Government received the Satya JKN Awards 2026 in the category of city most committed to supporting compliance with the National Health Insurance (JKN) Program. The award affirms Surabaya's position as the region with the highest participation rate of wage-earning workers, an achievement rarely matched by other cities in Indonesia.
The Head of the Surabaya Industry and Manpower Office (Disperinaker), Agus Hebi Djuniantoro, accepted the award on behalf of Mayor Eri Cahyadi. According to Hebi, the Satya JKN assessment looks not only at regional regulations supporting JKN compliance but also at effective implementation and consistent follow-up in line with Government Regulation Number 86 of 2013. โThis award is proof of our commitment to encouraging companies to enroll all wage-earning workers in the JKN program. In Surabaya, the percentage of worker participation is the highest,โ he said.
Data shows that JKN membership coverage in Surabaya has reached 99 percent, with an active-participant rate of nearly 90 percent. This figure is a positive signal for BPJS Kesehatan that the local government is serious about ensuring social protection for workers. Hebi added that his office actively monitors businesses to register all employees, from full-time and part-time workers to those under a profit-sharing system. โThe law is clear; there are criminal sanctions for companies that do not register their workers. We proactively send letters to companies,โ he stressed.
Mayor Eri Cahyadi called the award a momentum to strengthen cross-sector collaboration. โThis is not merely an appreciation, but proof of the dedication and hard work of all elements of the ecosystem in Surabaya,โ Eri said on Thursday (5/11). He hopes that synergy and mutual cooperation will continue to be strengthened to create a safe, comfortable, and prosperous work environment. The statement underscores that worker protection is not only the government's responsibility but also that of businesses and the community.
Despite the high achievement, the Surabaya City Government still has homework: one percent of the population is not yet covered. Hebi explained that this group is generally not wage-earning workers but independent residents or non-wage earners whose active status is being verified. To close the gap, the city government has prepared strategic steps by optimizing the role of companies through corporate social responsibility (CSR) programs to achieve the target of 100 percent universal health coverage. โOur hope is clear: to reach 100 percent by consistently implementing regulations and reaching out to all businesses,โ he concluded.
Surabaya's success can serve as an example for other regions. Amid JKN compliance challenges that remain uneven across regions, the proactive strategy of reaching out to companies and leveraging CSR is worth emulating. However, the question going forward is whether this achievement will hold as economic pressure rises and many companies reduce their workforce. Sustained oversight and integration of population data will be key so that worker health protection does not stop at an award.
