The National Search and Rescue Agency (Basarnas) has confirmed that the search operation for victims of KM Virgo Transport 8, which capsized in Masalembo waters in the Java Sea, will not be halted yet. Basarnas chief Air Vice Marshal Mohammad Syafii stressed that the continuation of this humanitarian mission depends on two conditions: all victims are found, or conditions on the ground are deemed no longer viable for evacuation.
"A SAR operation will never be stopped as long as it remains possible to find and evacuate victims," Syafii said at Hotel Grand De Djokja, Yogyakarta, on Tuesday (29/9). The statement also addressed public speculation about a time limit for the search after the vessel was found capsized on 13 September.
As of Monday (28/9), the joint team had found 179 people out of 243 names on the manifest. The breakdown: 108 survivors and 71 dead. That means 64 people remain missing, and for nearly a week the number of victims evacuated has been relatively stagnant due to underwater current obstacles.
The main obstacle is not personnel availability but oceanographic conditions. Syafii said currents at the site exceeded 6 knots and even reached 7 knots. Yet equipment such as remotely operated vehicles (ROVs) is generally operated only in currents of around 1.5 knots. Divers also cannot work all day; Basarnas adjusts the schedule to the tides to keep the team safe.
"Equipment we have that is not recommended to go in, of course we will not send in, because an operation can only be carried out with the guarantee that all personnel carrying it out are in a safe condition," Syafii said.
He referred to the experience of the KM Tunu Pratama Jaya operation in the Bali Strait last year. At that time, a combination of sea depth, strong currents, and medical considerations made evacuation no longer feasible. However, Syafii stressed that if there are still signs of victims who can be recovered, the operation will continue.
On the other hand, victim identification continues with the Disaster Victim Identification (DVI) team and medical personnel. Syafii acknowledged that time is a burden because the longer it takes, the harder identification of the bodies becomes. The operation is evaluated every seven days to determine the next step based on the latest information from the field.
KM Virgo Transport 8 was reported to have lost contact on Sunday (13/9) at 02.00 WITA while sailing from Surabaya to Banjarmasin. The vessel was found the same day in a capsized position. The initial suspicion is that bad weather triggered the incident. Of the 114 victims found on the first day, six were already dead, and since then Basarnas has suspected that more victims are trapped inside the hull.
For Indonesia, this incident underscores two things at once. First, the safety of people's shipping on the busy Surabaya–Banjarmasin route still faces high risk, especially during the extreme weather season. Second, the capacity of national underwater search technology has clear operational limits, making the need to invest in SAR equipment that can withstand strong currents relevant. The public is also waiting for transparency on manifest data and the results of the investigation into the cause of the accident.
Going forward, the most crucial decision is not merely whether to continue or stop the operation, but how the government strengthens the weather early warning system in the Java Sea and speeds up victim identification through DVI collaboration. If currents strengthen again and time keeps passing, can Basarnas complete the search for the 64 people still missing without sacrificing the safety of the team in the field?
