Pukat UGM Urges KPK to Summon ATR/BPN Minister Nusron Wahid: Epicenter of Summarecon HGB Bribery Is at Ministerial Level

The Center for Anti-Corruption Studies at Universitas Gadjah Mada (Pukat UGM) is urging the Corruption Eradication Commission (KPK) to immediately summon the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid over the alleged bribery case involving the unblocking of Hak Guna Bangunan (HGB) land owned by Summarecon in Bogor Regency, West Java. The call comes after investigators named eight suspects and seized Rp106.3 billion in cash—an amount anti-corruption researchers consider too large to involve only brokers or echelon-one officials.
Pukat UGM researcher Zaenur Rohman stressed that the epicenter of the case lies at the ministerial level. According to him, the KPK cannot stop at the arrest of four of Nusron's confidants—Arif Sugiyanto, Erwin, Fahd El Fouz (Fahd A Rafiq), and Muhammad Fakhry—who allegedly collected and held money from private parties in need of land services. "It is very important that he be questioned. In fact, in my view the epicenter is the minister," Zaenur said, as quoted from the Kompas TV YouTube channel on Wednesday (16/9/2026).
Zaenur questioned whether the amount of money seized was reasonable. According to him, brokers generally receive only a certain percentage, not hundreds of billions of rupiah. "Imagine hundreds of billions of rupiah—is it reasonable for this to belong to a broker? I think brokers usually only get a certain percentage," he said. He also noted that if the money belonged only to an echelon-one official, other officials would object and that person would long ago have been prosecuted, monitored, or dismissed. "I doubt it belongs to an echelon-one official or their brokers. What the KPK must prove is the minister's involvement," he stressed.
Furthermore, Zaenur warned that if Nusron was not involved at all, that would instead point to a failure of oversight within the ministry. He argued the KPK must immediately summon and question him so the case does not evaporate. "If this case drags on, the parties involved could destroy evidence, influence witnesses, or try to evade legal consequences," he explained.
"What the KPK must do immediately is summon and question him so this case does not simply evaporate." — Zaenur Rohman, Pukat UGM researcher
The case came to light after a sting operation (OTT) that not only secured the suspects but also seized electronic evidence and suitcases containing cash. The bribe value of Rp106.3 billion makes it one of the largest land-sector cases in recent years. The sector is indeed prone to corruption because it involves permits, blocking, and unblocking of land with very high value, especially in Jakarta's buffer areas such as Bogor.
For property market players and investors, the handling of this case is a credibility test for land governance. Legal uncertainty in HGB processing can affect the investment climate, especially for developers who rely on certainty of time and cost. If the KPK can expose the main actors up to the ministerial level, the signal of governance improvement will strengthen. Conversely, if the case evaporates, the risk of moral hazard in the land sector will only increase.
The question now is whether the KPK will move quickly to summon Nusron Wahid and expose the main actors, or let this case sink in a bureaucratic vortex. The public and businesses await proof that corruption eradication does not stop at the underlings, but reaches into the centers of power.
