The Corruption Eradication Commission (KPK) has named eight suspects in an alleged bribery case involving the unblocking of building use rights (HGB) on Summarecon land in Bogor Regency, West Java. Four of the eight suspects are described as trusted aides of Agrarian and Spatial Planning Minister/Head of the National Land Agency (ATR/BPN) Nusron Wahid, prompting public questions about the extent of the minister's involvement.
Acting KPK Director of Investigation Achmad Taufik Husein, at a press conference at the KPK's Red and White Building in South Jakarta on Tuesday (15/9/2026), stressed that the investigation is only at a preliminary stage. He asked all parties to give investigators room to examine the case before drawing further conclusions. "This is a hand-catching operation in which we only had 1x24 hours to then question everyone detained," he said.
The case began with a hand-catching operation (OTT) that initially detained 19 people. From intensive questioning within the tight time limit, investigators could only name eight suspects based on sufficient evidence. Taufik explained that one person is often not enough to convey all the facts, so several rounds of questioning are needed before a case review decides the legal status of the parties.
The KPK revealed the chronology of the case, which began with an application to extend HGB or split HGB into a Certificate of Ownership (SHM) for land managed by Summarecon in Bogor. Part of the land is suspected to still be in dispute with its previous owner or heirs. A lawsuit was filed with the Bandung State Administrative Court (PTUN) over the issuance of nine Summarecon SHGB certificates, and the Bogor Land Office invited the heirs to mediation. The heirs then filed a block on the SHGB certificates, but on the other hand withdrew the lawsuit at the PTUN.
According to the KPK, communication took place between a Summarecon intermediary, Yaser Alfarisi, and Erwin, who is described as a trusted aide of Nusron. Erwin conveyed that the Head of the Bogor Land Office, Sontang Coin Manurung, would not lift the block without direction from his superior. Another Summarecon intermediary, Rizal Pahlevi, then asked for Erwin's help to communicate with Sontang. In early August 2026, Sontang, through Erwin, allegedly asked for Rp 2 billion for the issuance of the certificate, but Summarecon only agreed to Rp 1.5 billion. On 27 August 2026, Summarecon President Director Adrianto Pitojo Adi, through Yaser and Rizal, allegedly handed Rp 1.5 billion to Erwin, who then gave Rp 200 million to Sontang.
"Investigators are still continuing to examine the origin, allocation, flow, and parties suspected of receiving or handing over the money, including its connection to the process of handling land services at various levels," said Achmad Taufik Husein.
The KPK also suspects the giving of "handling money" for HGB on PT Bela Parahyangan land worth Rp 2.1 billion to Erwin, who then deposited Rp 1.8 billion to Arif Sugiyanto, another trusted aide of Nusron. In addition, investigators found Rp 8 billion in nine red suitcases bearing the name Lampri, as well as a Rp 10 billion cash deposit from transfers in Arif's account on 7 September 2026. Arif is suspected of acting as a collector of money from Erwin and M Fakhry, originating from the handling of land services at various levels. The money was then allegedly pooled by Fahd El Fouz, who is also described as a trusted aide of the minister.
For the Indonesian public, this case is not merely an ordinary legal matter. The land sector is the foundation of the investment climate for property and infrastructure. When the process of unblocking HGB—which should be purely administrative—is suspected of being tainted by bribery, legal certainty for developers and landowners is at stake. Investors, both domestic and foreign, will scrutinize whether the KPK can complete the investigation without favoritism. The reputation of the ATR/BPN Ministry as the institution managing national land administration is also at stake.
So far, the KPK has not concluded that Nusron Wahid is involved. Taufik stressed that the investigation will continue to develop and asked for time for further examination. "Later, how far it can develop, we will see the progress of the investigation in the coming days. This is still just beginning for the investigation itself," he added. The statement implies that the case could spread to other parties, including those with greater political influence.
What needs to be watched is that corruption patterns in the land sector often involve actors who protect one another. The presence of four trusted aides of the minister as suspects raises questions about the extent to which a high-ranking official can control subordinates, or instead use them for personal interests. Transparency in the legal process and public accountability will be a test for the current administration. If the investigation stops at the implementer level, public trust in corruption eradication could erode. Conversely, if the case is pursued thoroughly, it could become an important precedent for reforming land governance.
The big question: will the KPK dare to trace the flow of money to the party most responsible, or will this case evaporate like a number of other major cases? The public awaits the answer, and time will test the integrity of law enforcement in this country.
