The Corruption Eradication Commission (KPK) has opened a suspected bribery case involving the unblocking of building use rights (HGB) certificates in the Summarecon Bogor area, Bogor Regency, West Java. The president director of PT Summarecon Agung Tbk, Adrianto Pitojo Adi, is alleged to have paid Rp1.5 billion through intermediaries Yaser Alfarisi and Rizal Pahlevi to Erwin, whom investigators identified as a trusted aide of Agrarian and Spatial Planning Minister/Head of BPN Nusron Wahid. The sting operation (OTT) carried out on Tuesday (15/9/2026) also seized a total of Rp106.3 billion, about Rp8 billion of which was stored in nine suitcases.
The case began when nine HGB certificates belonging to Summarecon were challenged by parties claiming to be the owners or heirs of the land. A lawsuit was filed at the Bandung State Administrative Court (PTUN), which led to the certificates being blocked. In that situation, Summarecon sought to lift the block and split the HGB. The head of the Bogor Regency Land Office, Sontang Coin Manurung, is said to have refused to process the request without direction from a superior. In early August 2026, Sontang, through Erwin, asked for a payment coded "two", allegedly meaning Rp2 billion. Summarecon agreed to only Rp1.5 billion, which was handed over on 27 August 2026. Erwin then gave Rp200 million to Sontang at a cafe in South Jakarta as a fee for unblocking.
The KPK also named Arif Sugiyanto, former Kebumen regent, who collected money from Erwin and Muhammad Fakhry for land services. The money was then given to Fahd A Rafiq, a Golkar Party politician. Muhammad Fakhry's name is also mentioned in the flow of funds. Acting KPK Director of Investigation Achmad Taufik Husein said Erwin handed part of the money to Sontang as a fee for unblocking and splitting the HGB. As of this report, the KPK has not detailed which housing cluster is the object of the nine HGB certificates.
"Furthermore, ERW (Erwin) handed over part of the money amounting to Rp200 million to SON (Sontang Coin Manurung) at a cafe in South Jakarta for the fee for unblocking and splitting the HGB for the Summarecon side," said Achmad Taufik Husein.
For property and capital market investors, this case highlights non-market risks in land permitting. Summarecon Agung is a large-cap issuer on the Indonesia Stock Exchange, and negative sentiment could weigh on its share price in the short term. More broadly, bribery in unblocking HGB certificates can create legal uncertainty for other developers, especially those with projects in areas with land ownership disputes. The government itself is pushing ease of doing business through permitting reform, but this incident shows that corruption loopholes at the implementing level remain wide open.
The KPK needs to dig deeper into whether the flow of funds to Nusron Wahid's trusted aides is part of a more established gratification system. The name of Fahd A Rafiq, a Golkar politician, adds a political dimension to this case. The public is waiting to see whether investigators will name suspects from among ATR/BPN officials or stop only at private parties. Without action reaching the main actors, trust in agrarian reform could erode. The question is, how far can the KPK dismantle this network without political intervention?
