The Corruption Eradication Commission (KPK) has officially named Adrianto Pitoyo Adhi, President Director of PT Summarecon Agung Tbk (SMRA), as a suspect in an alleged bribery case involving the processing of Hak Guna Bangunan (HGB) land rights in Bogor Regency, West Java. The designation emerged after investigators uncovered the handover of Rp1.5 billion on 27 August 2026 to a party described as a confidant of Agrarian and Spatial Planning Minister/Head of the National Land Agency (ATR/BPN) Nusron Wahid.
Acting KPK Director of Investigation Achmad Taufik Husein, at a press conference at the Merah Putih Building on Tuesday (15/9/2026), explained that communication between Summarecon and the intermediary had been ongoing since early August 2026. The transaction is alleged to be linked to efforts to lift a block and convert HGB into Sertifikat Hak Milik (SHM) for disputed land managed by the company in Bogor.
According to Achmad, the initial demand was conveyed through Erwin, described as the minister's confidant, using the code "two" referring to Rp2 billion. However, Summarecon only agreed to Rp1.5 billion because other parties were allegedly still set to receive broker fees. The money was then handed to Erwin, who passed part of it on to Sontang Coin Manurung as payment for handling the lifting of the block and the conversion of the HGB.
"On 27 August 2026, Brother ADR as Summarecon President Director through brothers YA and LEV allegedly handed over Rp1.5 billion to ERW," Achmad said in his presentation.
The case began with a public complaint report regarding alleged corruption within the Ministry of ATR/BPN. Investigators then traced applications for HGB extensions or the conversion of HGB into SHM for land that is partly still in dispute with the heirs of previous SHM holders. Besides Adrianto, the KPK named seven other suspects, including Head of the Bogor Land Office Sontang Coin Manurung, Golkar politician Fadh El Fouz, and several private parties alleged to have acted as intermediaries.
For the Indonesian capital market, naming the boss of a major property issuer as a suspect is a test of corporate governance. Summarecon Agung is a developer with an integrated area portfolio in Greater Jakarta and its surroundings, so the case could affect investor sentiment toward SMRA shares and the property sector more broadly. Regulators and market players will watch whether any material disclosure is required, and how management maintains business continuity amid the legal process.
From a policy standpoint, the event reinforces that land services remain a corruption-prone point. The process of extending HGB and converting it to SHM often involves many parties, from regional land offices to central officials. When official channels are seen as slow or uncertain, openings for illegal intermediaries emerge. The KPK said it will dig deeper into the role of each suspect, including possible fund flows to other parties.
The public now waits to see whether this case will drive systemic improvement at the Ministry of ATR/BPN, or instead stop at individual enforcement. For investors, the key question is not only the short-term impact on share prices, but also whether land governance reform will be strong enough to prevent similar practices from recurring in the future.
