The Corruption Eradication Commission (KPK) has officially detained eight suspects in the alleged bribery case surrounding the processing of Hak Guna Bangunan (HGB) or building use rights belonging to PT Summarecon Agung Tbk in Bogor Regency, West Java. The detention is for an initial 20 days, from 15 September to 4 October 2026, at the KPK's Gedung Merah Putih detention center in Jakarta.
The naming of the suspects was announced by Acting KPK Director of Investigation Achmad Taufik Husein at a press conference on Tuesday (15/9/2026). "Yesterday, based on the results of the investigation and case review, eight people were named as suspects," he said. The eight come from among officials of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) as well as the private sector, including executives of a property company.
Those named as suspects include LMP (Lampri), Director General of Land and Spatial Control and Order at ATR/BPN; SON (Sontang Coin Manurung), Head of the Bogor Regency 1 Land Office; and ADR (Adrianto Pitoyo Adhi), President Director of PT Summarecon Agung Tbk. In addition, four people are suspected of being confidants of ATR/BPN Minister Nusron Wahid, namely Arif Sugiyanto, Erwin, Fahd El Fouz (Fahd A Rafiq), and Muhammad Fakhry. One other suspect is Rizal Pahlevi, a private party.
According to Taufik, the four confidants of the minister played a central role in collecting and pooling bribe money from various private parties in need of land services. One of them, Erwin, is said to have received Rp1.5 billion from the President Director of Summarecon. The money was allegedly meant to smooth the lifting of a block and the splitting of HGB in Bogor Regency. "It is true that there are four people suspected of being the minister's confidants from NW (Nusron Wahid). We obtained this based on statements collected by the team. Then also some from the evidence (BBE) secured by investigators," Taufik said.
"We will delve into the role of each suspect, including the possibility of involvement by other parties not yet caught." — Acting KPK Director of Investigation, Achmad Taufik Husein
This case is a severe blow to the ATR/BPN Ministry, which is trying to reform land governance. The four confidants of the minister named as suspects raise serious questions about how deeply entrenched bribery has become in the processing of HGB and other land permits. The public is also pressing the KPK not to stop at the operational level but to also question Minister Nusron Wahid to ensure there was no direct involvement.
For property market players, this case brings new uncertainty. PT Summarecon Agung Tbk, one of the largest property issuers on the Indonesia Stock Exchange, faces reputational risk and potential administrative sanctions. Investors should closely watch these legal developments because they can affect the company's performance, access to financing, and consumer trust in ongoing projects. In addition, property permitting processes in other regions may face tighter scrutiny, which could slow a number of development projects.
On the other hand, this law enforcement effort is a test of the government's commitment to eradicating corruption in the natural resources and spatial planning sectors. Bribery in the processing of land certificates has long been a complaint of the public and the business world because it drives up costs and creates legal uncertainty. If the KPK can see this case through to court, the deterrent effect is expected to suppress similar practices in various regions.
Going forward, attention will focus on the investigators' next steps: will they summon Minister Nusron Wahid and uncover fund flows to other political actors? Meanwhile, Summarecon's management is being pressed to immediately provide an official explanation to the public and the stock exchange authorities. Without transparency, investor trust in the national property sector could erode, and the much-touted land reform agenda risks losing momentum.
