The Corruption Eradication Commission (KPK) has uncovered the role of four people described as confidants of Agrarian and Spatial Planning Minister/Head of the National Land Agency (ATR/BPN) Nusron Wahid in the alleged bribery case involving the unblocking of Hak Guna Bangunan (HGB) land held by Summarecon in Bogor Regency, West Java. The four are Fahd A Rafiq (FEZ), Arif Sugiyanto (ARF), Erwin (ERW), and Muhammad Fakhry (MF). They are suspected of acting as collectors and recipients of money from various land services.
At a press conference at the KPK Building in South Jakarta on Tuesday (15/9/2026), KPK Acting Director of Investigation Achmad Taufik Husein explained that Fahd El Fouz, also known as Fahd A Rafiq, acted as the main recipient of money collected by Arif Sugiyanto. Arif himself is suspected of collecting money from Erwin and Muhammad Fakhry, originating from land service processing at Land Offices (Kantah), Regional Offices (Kanwil), and the Ministry of ATR/BPN. "FEZ, as a private party, is also suspected of being a confidant of the Minister of ATR/BPN," Taufik said.
The KPK seized a total of Rp106.3 billion in cash during a sting operation (OTT) conducted on Monday, 14 September 2026, in the Jabodetabek area. This amount is recorded as the largest seizure from an OTT operation in KPK history, surpassing the Customs case that reached Rp45 billion. "This is among the largest amounts, from sting operations that the KPK has carried out previously," Taufik said.
The case began with an application to extend HGB or split HGB into Certificates of Ownership (SHM) for land managed by Summarecon in Bogor Regency. The KPK suspects part of the land is still in dispute with previous owners or heirs. The heirs had filed a lawsuit with the Bandung State Administrative Court (PTUN) and blocked nine of Summarecon's SHGB. After mediation, communication occurred between Summarecon intermediaries Yaser Alfarisi and Rizal Pahlevi and Erwin, described as a confidant of Minister Nusron.
According to the KPK, Erwin conveyed that the Head of the Bogor Land Office, Sontang Coin Manurung, would not unblock the land without direction from a superior. In early August 2026, Sontang, through Erwin, allegedly requested Rp2 billion for certificate issuance, but Summarecon only agreed to Rp1.5 billion. On 27 August 2026, Summarecon President Director Adrianto Pitojo Adi, through Yaser and Rizal, allegedly handed Rp1.5 billion to Erwin. Erwin then allegedly gave Rp200 million to Sontang as a fee for unblocking and splitting the HGB.
In addition, the KPK suspects there was a payment of "processing money" for HGB on land managed by PT Bela Parahyangan amounting to Rp2.1 billion to Erwin. Of that amount, Rp1.8 billion was deposited with Arif Sugiyanto. The KPK also found a receipt of Rp8 billion by Lampri together with Arif, stored in nine red suitcases bearing Lampri's name. A cash deposit of Rp10 billion on 7 September 2026 from Arif's account transactions was also found, along with other receipts suspected to come from land service matters.
"Investigators are still delving into the origin, allocation, flow, and parties suspected of receiving or handing over the money, including its connection to land service processing at various levels," said Achmad Taufik Husein.
The KPK has named eight suspects in this case: Lampri (Director General of Land and Spatial Control and Enforcement at ATR/BPN), Sontang Coin Manurung (Head of Bogor Regency Land Office I), Adrianto Pitojo Adi (President Director of Summarecon), Fahd El Fouz (private party), Arif Sugiyanto (private party), Rizal Pahlevi (private party), Erwin (private party), and Muhammad Fakhry (private party). The last four private parties are described as confidants of Minister Nusron. All eight suspects are detained for an initial 20 days, from 25 September 2026 to 4 October 2026, at the KPK Detention Center, Gedung Merah Putih branch.
As of the publication of this news, ATR/BPN Minister Nusron Wahid has not responded to the involvement of his confidants. Attempts at confirmation via WhatsApp messages and phone calls have received no reply. The KPK stressed it will continue to trace the flow of funds and possible involvement of other parties.
For property market players and investors, this case highlights governance risks in the land permitting process, especially those involving land disputes. Transparency and legal certainty in HGB processing are crucial factors that can affect the investment climate in the property sector. Going forward, the public awaits whether the KPK will thoroughly investigate the flow of funds up to the main actors, and how the Ministry of ATR/BPN responds to these findings to improve the land services system.
