The Corruption Eradication Commission (KPK) has uncovered the alleged bribery scheme behind the unblocking and splitting of Hak Guna Bangunan (HGB) certificates owned by PT Summarecon Agung Tbk in Bogor Regency, West Java. A sting operation on 14 September 2026 named eight suspects, four of whom are described as trusted associates of Agrarian and Spatial Planning Minister/Head of BPN Nusron Wahid.
The eight are Sontang Coin Manurung, Head of the Bogor Regency Land Office; Golkar politician Fadh El Fouz, also described as a trusted associate of the ATR/BPN Minister; Adrianto Pitoyo Adhi, President Director of PT Summarecon Agung Tbk; and three private parties categorized as the minister's trusted associates, namely Arif Sugianto, Muhammad Fakhry, and Erwin. The other two are Rizal Pahlefi, a private party, and Lampri, Director General of Land and Spatial Control and Order at the Ministry of ATR/BPN.
Acting KPK Director of Investigation Achmad Taufik Husein explained that the case began with a public complaint. The alleged bribery flow emerged from communication between Summarecon and Erwin, described as a representative of the ATR/BPN Minister, to unblock and split the HGB. According to Taufik, Erwin then contacted Sontang as Head of the Bogor Land Office. In August 2026, a fee request surfaced: Sontang, through Erwin, asked for Rp2 billion, but Summarecon only agreed to Rp1.5 billion.
"That then on 27 August 2026, Mr ADR as President Director of Summarecon through YA and LEV allegedly handed over Rp1.5 billion to ERW," Taufik said at a press conference at the KPK's Red and White Building in Jakarta on Wednesday (16/9/2026). Of that amount, Rp200 million was handed by Erwin to Sontang as a fee for unblocking and splitting the HGB.
The case highlights a vulnerable point in land governance: the process of converting HGB into SHM often intersects with long-standing ownership disputes. The land managed by Summarecon in Bogor is said to still be in dispute with a number of heirs holding SHM certificates. This means that beyond the bribery dimension, there is a fundamental problem of legal certainty over land status that could affect property projects and investment value in the area.
For the capital market, the naming of the President Director of SMRA as a suspect is a test of investor confidence. Shares of this property issuer could face short-term pressure, especially if the legal process drags on and disrupts the project pipeline. However, the market response will also depend on how quickly management separates personal legal matters from corporate operations.
More broadly, the involvement of the minister's trusted associates and an echelon-one official at the Ministry of ATR/BPN strengthens calls to improve land permitting governance. So far, the process of unblocking and splitting certificates has been one of the points most sought by businesses because it determines project feasibility. If that loophole can be bought, property investment costs in Indonesia risk swelling unreasonably and damaging the business climate.
"The KPK suspects there was a fee request flowing from private parties to land officials, with the minister's trusted associates as intermediaries," said Achmad Taufik Husein, Acting KPK Director of Investigation.
The next question: how far will the KPK trace the flow of the Rp106.3 billion seized, and will the case reach parties beyond the eight suspects? For market players and developers, the signal of law enforcement in the land sector will be an important indicator of whether compliance costs truly fall, or the opposite.
