The Corruption Eradication Commission (KPK) has named eight suspects in an alleged bribery and gratification case within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). Four of them are described as trusted aides of ATR/BPN Minister Nusron Wahid, and all have been detained.
The four close to Nusron are former Kebumen Regent Arif Sugiyanto, Golkar Party politician Fahd El Fouz alias Fahd A Rafiq, a private party named Erwin, and Muhammad Fakhry. The other four suspects come from the ranks of officials and corporations: Head of the Bogor Regency Land Office Sontang Coin Manurung; President Director of PT Summarecon Agung Tbk Adrianto Pitojo Adhi; Director General of Land and Spatial Control and Enforcement at the Ministry of ATR/BPN Lampri; and Rizal Pahlefi from the private sector.
Acting Director of KPK Investigation Achmad Taufik Husein revealed that the case began with a request to extend Building Use Rights (HGB) and convert HGB into Ownership Certificates (SHM) for land managed by Summarecon in Bogor Regency. Part of the land remains in dispute with the heirs of the former SHM holders. The heirs had sued the issuance of nine Summarecon SHGB to the Bandung State Administrative Court (PTUN), then filed a block, before finally withdrawing the lawsuit.
During that process, communication occurred between Yaser Alfarisi, an intermediary for Summarecon, and Erwin, who is described as a trusted aide of Nusron. Erwin was asked to approach Sontang to lift the block and split the HGB. According to Taufik, Sontang was unwilling to fulfill the request without direction from his superiors. "SON would not comply unless he received direction from his superiors," Taufik said at a press conference at the Merah Putih Building, Jakarta, Tuesday (15/9) night.
In early August 2026, Sontang through Erwin allegedly requested a fee coded "two" worth Rp2 billion. However, Summarecon only agreed to Rp1.5 billion because other parties were still to receive broker fees. On 27 August 2026, Adrianto Pitojo Adhi through Yaser and Rizal allegedly handed Rp1.5 billion to Erwin, who then gave Rp200 million to Sontang at a cafe in South Jakarta.
Besides the Summarecon HGB case, the KPK suspects other receipts within the Ministry of ATR/BPN related to job transfers and promotions and land services. One involves the processing of HGB for land owned by PT BPA Bela Parahyangan, where Erwin allegedly received Rp2.1 billion and deposited Rp1.8 billion to Arif Sugiyanto. Lampri together with Arif also allegedly received Rp8 billion found in nine red suitcases bearing Lampri's name. From Arif's account, investigators found a cash deposit of Rp10 billion on 7 September 2026. "The money was stored in suitcases and cardboard boxes," Taufik said.
Arif Sugiyanto allegedly acted as a collector of money from Erwin and Muhammad Fakhry related to land service processing at the Land Office, Regional Office, and Ministry of ATR/BPN. The money was then given to Fahd A Rafiq, a Golkar politician suspected of being a fund recipient. Investigators are still examining the origin, purpose, flow, and parties who received and handed over the money, including its connection to land services at various levels.
This case is a test of the government's commitment to eradicating corruption in the land sector, which has long been known to be prone to bribery. If not handled thoroughly, investor confidence in legal certainty over land rights could erode, especially for large-scale property projects. The public now awaits whether the KPK will touch actors at higher levels, given that four suspects are trusted aides of the minister. The question is, how far will investigators dare to dismantle this network without selective enforcement?
