Indonesia League Cup 2026/2027: Three-Foreigner Quota, Stage for Local Players, and the AFC Ticket Dream

I.League President Director Ferry Paulus stressed that the Indonesia League Cup, or League Cup 2026/2027, will be a proving ground for local players. Ferry made the statement at the Indonesia League Cup draw in Jakarta on Wednesday (7/10), a day after the competition regulations were finalized.
According to Ferry, the policy limiting each team to a maximum of three foreign players is the key reason the tournament deserves to be called a stage for local players. He said the rule would increase playing minutes for Indonesian players, especially at clubs that have struggled to give young talent a chance.
"With a three-foreigner quota, it will give playing minutes to local players. So the coach can maximize his local players. I am confident local players will be more present," Ferry said.
The 2026/2027 League Cup regulations are indeed far different from the Super League, which fields nine foreign players in the matchday squad from a maximum quota of 11 names. The difference signals that I.League wants to turn the second-tier tournament into a laboratory for local players before they compete again in the top competition.
Beyond playing minutes, Ferry also revealed a big ambition: the Indonesia League Cup champion should be pursued for a ticket to Asian competition. However, he acknowledged that the final decision rests with the Asian Football Confederation (AFC). I.League hopes its proposal is approved, even though conventionally Asian ticket allocations usually go to the league and domestic cup champions, not the league cup.
"We hope this League Cup can continue and be a new breakthrough to get a slot in [the] AFC [competition]. Hopefully there is one slot in the AFC," Ferry said.
Practice in a number of Asian countries shows that league cups rarely receive a direct berth to Asian club competitions. The Japanese league, the South Korean league, and the Saudi Arabian league, for example, rely more on the league and domestic cup champions as representatives. Nevertheless, the AFC is said to be open to competition structures proposed by its member associations. This is where PSSI's diplomatic role becomes crucial in lobbying for I.League's request to be granted.
If that scenario materializes, the Indonesia League Cup will be more than just a complementary tournament. It could become an alternative path for clubs that fail to compete at the top of the Super League to still appear on the Asian stage. As a result, the value of the competition and its appeal to sponsors could also increase.
The Indonesia League Cup itself is being held again after a hiatus since 2019. Back then, PSM Makassar emerged as champion after beating Persija Jakarta in the final. Now, with a new format and regulations that favor local players, the tournament is expected to be not only a warm-up event but also a stepping stone for young talent toward the national team.
The question is, will the three-foreigner quota really be effective in pushing local players to shine, or will it instead lower the quality of the competition? And can PSSI convince the AFC to give an Asian slot to the League Cup champion? All will be answered as the tournament unfolds on 3 November.
