KPK Seizes Envelopes of Bribe Money at BPN Mojokerto, More Suspects?

The Corruption Eradication Commission (KPK) again raided the office of the National Land Agency (BPN) in Mojokerto, East Java, on Wednesday (23/9). At the location, investigators found a number of envelopes containing money suspected to be payments from applicants for land services within the BPN Kota Mojokerto office. The finding strengthens suspicions of bribery in land certificate processing in the area.

KPK spokesperson Budi Prasetyo said the money was still in envelopes and would be counted by investigators. "Investigators also secured a number of envelopes containing money suspected to be funds received from applicants for land services within the BPN Kota Mojokerto office," Budi said in a written statement, Thursday (24/9). Besides the money, the KPK also seized documents and electronic evidence (BBE) from the office.

The raid is related to the investigation of an alleged corruption case within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). The head of BPN Mojokerto, Yetty Nurbuati Krystianti, is known to be the wife of the Director General of Land and Spatial Control and Order at the Ministry of ATR/BPN, Lampri, who is currently a suspect and detained by the KPK. Budi confirmed the husband-and-wife relationship when asked.

Several locations had previously been raided by the KPK in this investigation. Among them were the offices of PT Summarecon Agung Tbk in Bogor and East Jakarta, Lampri's residence, and three directorate general rooms at the Ministry of ATR/BPN, namely the room of the Director General of Land and Spatial Control and Order (Lampri), the room of the Director General of Land and Spatial Survey and Mapping (Virgo Eresta Jaya), and the room of the Director General of Land Rights Determination and Registration (Asnaedi). From those locations, the KPK seized documents and electronic evidence to be extracted for the investigation.

The KPK has named eight suspects in the alleged bribery and other payments case within the Ministry of ATR/BPN. They are the Head of the Bogor Regency Land Office I, Sontang Coin Manurung; Golkar Party politician Fahd El Fouz alias Fahd A Rafiq; former Kebumen Regent Arif Sugiyanto; President Director of PT Summarecon Agung Tbk, Adrianto Pitojo Adhi; and the Director General of Land and Spatial Control and Order at the Ministry of ATR/BPN, Lampri, and three others, Muhammad Fakhry, Erwin, and Rizal Pahlevi. Arif, Fahd, Erwin, and Muhammad Fakhry were named by the KPK as confidants of Agrarian and Spatial Planning Minister Nusron Wahid.

The suspects have been detained for an initial 20 days from 15 September to 4 October 2026 at the KPK's Red and White Building detention center. The detention is part of the ongoing legal process. Previously, in a sting operation (OTT) in the Jabodetabek area on Monday (14/9), the KPK arrested 19 people and found evidence of Rp106.3 billion in cash.

"The investigators will certainly carry out the counting later," said Budi Prasetyo, KPK spokesperson.

The case highlights bribery in land services, long considered a scourge for the public. The complicated and convoluted processing of land certificates often opens opportunities for rogue officials to demand bribes. The KPK needs to thoroughly investigate whether the practice at BPN Mojokerto is part of a wider network, given the connection to senior officials at the Ministry of ATR/BPN.

With suspects named from among politicians and businesspeople, the public hopes the KPK will not stop at the implementing level. The big question: will this investigation uncover the masterminds behind bribery in the land sector, or will it only be an operation targeting subordinates? The KPK is urged to be transparent and professional in handling a case that concerns the livelihoods of many people.
