Understanding the Stealthy BGP Hijacking Risk in the ROV Era
The core problem
Innovation
The empirical study uncovered real-world instances of stealthy BGP hijacking, leading to a curated incident dataset. The long-term monitoring service provided continuous tracking, revealing that such attacks do occur in practice. The analytical assessment using SHAMAN, based on 8.3 billion generated routes under real-world ROV deployment, yielded significant findings:
- **Overall success probability**: 14.1% of all possible stealthy hijack attempts would succeed in diverting traffic without alerting the victim.
- **Targeted attacks**: In specific cases, the success probability can reach 99.5%, indicating that certain victim-target-hijacker combinations are highly vulnerable.
- **Validation**: The analytical results were validated against the real-world dataset, achieving up to 95.9% incident-level accuracy, demonstrating the fidelity of the model.
These results highlight that partial ROV deployment not only fails to eliminate BGP hijacking but also creates a new class of stealthy attacks that are harder to detect. The high success rate for targeted attacks underscores the need for more comprehensive ROV deployment and additional detection mechanisms.
