Cibinong Prison Scandal: 5 Officials Suspended, Ombudsman Reveals Paid Luxury Cells

The Ministry of Immigration and Corrections (Imipas) has officially suspended five officials of Cibinong Class IIA Prison in Bogor, West Java, following the Ombudsman RI's findings of luxury residential facilities inside the correctional institution. The move was taken to facilitate the ongoing internal investigation.

Inspector General of the Ministry of Immigration and Corrections, Rudi Setiawan, said at a press conference on Saturday (26/9) that the five structural officials were suspected of bearing responsibility for the conditions found by the Ombudsman. Those suspended include the Prison Head (Kalapas), the Head of Prison Security (KPLP), the Head of the Guidance Section for Inmates and Juvenile Offenders (Kasi Binadik), the Head of Security and Order, and the Head of General Affairs.

According to Rudi, the suspension is the entry point for a thorough examination. "We will conduct an examination of how the events or conditions occurred up to the time they were discovered and up to today," he said. He stressed that the investigation process would reveal the chronology and the parties involved.

The Ombudsman's earlier findings revealed several fully equipped buildings in the Cibinong Prison area. Ombudsman member Syafrida Rachmawati Rasahan detailed that the buildings were equipped with living rooms, bedrooms, dining rooms, kitchens, televisions, refrigerators, and other household furnishings. The Ombudsman team even interviewed an inmate who admitted paying to occupy the residence. However, the amount paid could not be confirmed because prison officers approached the location while the interview was taking place.

Syafrida also highlighted a gym facility under construction and plans to build a minigolf course in the luxury cluster. The Ombudsman found a refrigerator containing bottles of liquor, which should be prohibited within a prison environment. These findings reinforce suspicions that abuse of authority and violations of correctional regulations have occurred.

This case is not the first to tarnish Indonesia's correctional system. Previously, various prisons across the country have often drawn scrutiny over drug circulation, illegal levies, and special facilities for certain inmates. This situation raises fundamental questions about the effectiveness of internal oversight and the independence of correctional institutions. The suspension of five officials may be only an initial step; the public awaits whether the investigation will uncover a wider network, including possible involvement of parties outside the prison.

For the public, this scandal touches on a sense of justice. When inmates can buy comfort while law-abiding citizens struggle to meet basic needs, trust in the legal system can erode. The Ombudsman serves as an external supervisor, but without firm follow-up from the Ministry of Immigration and Corrections and law enforcement, these findings risk becoming merely an annual report without a deterrent effect.

Going forward, the Ministry of Immigration and Corrections must ensure the examination does not stop at the five suspended officials. Transparency in the investigation results, including revealing who enjoyed the luxury facilities and how much was paid, will be a test of integrity. If not, the public has the right to ask: is this suspension merely a cosmetic response to dampen criticism, or a genuine effort to expose dark practices behind prison walls?
